From June 15 to 22, 2024, An Lusheng, Deputy Administrator of the National Railway Administration of China, led a delegation to France and Poland for high-level exchanges with the International Union of Railways (UIC) and to attend the 51st Ministerial Meeting of the Organization for Cooperation between Railways (OSJD). The visit aimed to deepen international railway cooperation, promote China's high-level railway opening-up, and support the high-quality development of the global rail industry.
Advancing International Railway Standards and Track System Integration
On June 18, the delegation visited the UIC headquarters, holding in-depth discussions with UIC Director General François Davenne on strengthening cooperation in railway standards development. An Lusheng emphasized that UIC has long played a pivotal role in international railway standardization. China is willing to enhance regular cooperation on railway technical standards, track structure specifications, rail fastening systems, and infrastructure interoperability.
Both sides also exchanged views on railway digitalization, intelligent track monitoring, green railway development, and lifecycle management of railway track components, including elastic rail fasteners, rail clips, base plates, and vibration-damping systems. These discussions laid a solid foundation for future collaboration in high-speed rail corridors, freight railway networks, and cross-border infrastructure compatibility.
OSJD Ministerial Meeting Highlights Regional Railway Connectivity
From June 18 to 20, the Chinese delegation attended the 51st OSJD Ministerial Meeting in Warsaw, Poland, joined by representatives from 22 member countries. The meeting reviewed the 2023 OSJD work report and supervisory findings, approved budgetary plans, and outlined post-2025 development strategies.
Key topics included the optimization of international freight corridors, harmonization of railway infrastructure standards, and cooperation on track maintenance technologies, rail fastening solutions, and durable railway materials suitable for diverse climatic and operational conditions.

On-Site Visits: European Rail Technology and Equipment Insights
During the visit, the delegation conducted on-site inspections at Alstom's high-speed train and tram manufacturing facilities, as well as major railway stations in France and Poland. By riding mainline passenger trains, the delegation gained first-hand insights into European railway infrastructure design, track systems, rail fastening assemblies, noise control solutions, and operational management practices.
Special attention was paid to the application of advanced rail clips, resilient fastening systems, slab track components, turnout systems, and maintenance-efficient track accessories, offering valuable references for the continuous improvement of railway construction and operation.
This European visit underscores the growing importance of international cooperation in railway infrastructure, rail fastening systems, elastic rail clips, and integrated track solutions. By strengthening exchanges in standards, technology, and best practices, China continues to contribute to the development of safe, efficient, and sustainable global railway networks, reinforcing the critical role of high-quality railway track components and fastening systems in modern rail transportation.
